New York Gov. Andrew Cuomo has yet to reach a decision on hydraulic fracturing as the state continues to weigh the economic and environmental effects. One motivation to allow fracking would be to offset job losses in New York's Southern Tier and help boost the upstate economy. "There's no reason why hydrofracking in those places couldn't be conducted as part of this economic agenda that we have. We have a very regionalized economic agenda. In the places where hydrofracking could work, great," Cuomo said.
