Rules for health insurance navigators in Ohio have been approved by a legislative panel. State law governs which professionals can help people navigate insurance exchanges that are part of the Affordable Care Act. Some nonprofits said that they are concerned about running afoul of the law for services they already provide, such as assisting people with getting Medicaid. "Nonprofits cannot operate under fear of a fine being imposed while they carry out their routine duties," said Kathleen Gmeiner of Ohio Consumers for Health Coverage.
