Ohio panel exempts certain groups from "navigator" rules

Rules setting training and certification standards for "navigators" to help guide customers through signing up for health insurance through Ohio's exchange include an exemption for people at food banks, certain health centers, hospitals and elsewhere. People not claiming to be navigators are not subject to the training and certification standards. Navigators are banned from offering advice on specific plans, selling plans, and soliciting or negotiating health insurance.
