Pa. district's teacher-evaluation model focuses on professional growth

A teacher-evaluation model being implemented this school year in Pittsburgh Public Schools is being called a "teacher improvement system" by the A+ Schools, an education advocacy group. The model is based on classroom observations and student achievement and replaces the previous system in which only classroom observations were considered when evaluating teachers. Union officials in the city say the standards appear tougher to meet than those in other districts.
