Online-privacy measure makes progress

The Online Privacy Bill of Rights is gaining momentum in Washington as lawmakers seek to make companies get consumers' approval for behavioral-targeting practices, which track individual Web surfing. The proposed legislation would make companies divulge more details about how they collect data from individuals who are surfing the Web and how they use that information.
