Expert suggests way for government to expedite stimulus awards:

The government could expedite distributing stimulus money by using a performance-based contracting system, said Allan Burman, who served as administrator of federal procurement policy under three presidents. He suggested creating teams of "contracting officer performance representatives," instead of contracting officer technical representatives. The teams would devise requirements for service-based stimulus contracts. In the case of existing awards, contracts could be presented in a few days.
