IOM: Geographic-based value index would be unfair to doctors

An IOM report said a geographic-based value index for Medicare would be a poorly targeted and unfair mechanism that would not distinguish between high- and low-performing physicians. It recommended continued testing of delivery models such as the patient-centered medical home and accountable care organizations. Former AAFP President Roland Goertz, M.D., who testified before an IOM committee in 2011, said the new report "validates a number of the concerns that the AAFP has expressed."
