Obama could grant citizenship if immigration overhaul falters, warns senator

President Barack Obama could grant citizenship to 11 million people who entered the country illegally if Congress refuses to act on immigration reform, warns Sen. Marco Rubio, R-Fla. "I believe that this president will be tempted, if nothing happens in Congress, he will be tempted to issue an executive order, like he did for the Dream Act kids a year ago, where he basically legalizes 11 million people by the sign of a pen," Rubio said. However, the president has said he would like to resolve immigration issues through the legislative process.
