Maryland gets control of Baltimore's special-ed services

A U.S. District judge on Friday issued an emergency order requiring Maryland to assume responsibility for Baltimore's troubled special-education system. Although the city had sought to hire outside managers, Judge Marvin J. Garbis faulted its plan as too hastily thrown together and noted the district's continued oversight would have perpetuated "chaotic" and "wasteful" remedial services at the expense of the children.
