Audit finds energy-efficiency cash left in the kitty

More than 90% of the $3.2 billion set aside last year for energy efficiency projects has gone unspent, according to a report by the Energy Department's inspector general. The fund, set aside for overhauling heating and cooling systems in public buildings, has been held up by rules requiring surveys and environmental assessments before payments can be made.
