How to evaluate teachers ties up contract negotiations

Negotiations over a teacher contract in Seattle have stalled over a difference in opinion on how teachers should be evaluated. School officials want to use student test scores to rate educators -- a change the union opposes as an unfair measure of teaching talent. University of Washington professor Dan Goldhaber, who has studied teacher evaluations, says there is little research to support a link between evaluations and student scores.
