$4B plan to raise levees along Mississippi River meets opposition

A proposal to protect areas along the upper Mississippi River from flooding is creating concerns in three northern Missouri counties whose levees are not part of the plan. The $4 billion proposal would construct higher levees and also purchase land along the river. Opponents worry that raising levees upstream will create more flooding in places where the levees are unchanged.
