Calif. HSR project targets small contractors for $6.3B projects

More than $6 billion worth of work on the initial 140 miles of California's high-speed rail will be put out to bid as early as next month when the state's High-Speed Rail Authority issues Requests for Qualifications. The bidding is particularly aimed at small contractors, said the agency's spokeswoman, Rachel Wall.
