Infrastructure bank must run political gantlet for funding

A proposed infrastructure bank might be caught up in congressional partisanship. President Barack Obama wants to jump-start the bank, which would loan private-sector funding to public-works projects, with a gasoline tax that is set to expire Sept. 30. Congress needs to reauthorize it, but there is division about the best way to fund the bank.
