La. parish moves to the second phase of its flood-control effort

Ascension Parish in Louisiana is implementing the second phase of its flood-protection project about 20 years after completing the project's first leg, which was the installation of a pump station in a swamp. The $38 million second phase will include the construction of a levee as well as a floodgate and another pump station. The project is funded through the parish's 40-year bonds.
