House Speaker John Boehner, R-Ohio, and NFIB lauded the decision of a federal appeals court to rule that part of the federal health care law is unconstitutional, but noted that they had hoped the court would have gone a step further. "We were hopeful that the court would take the extra step and find not only that the individual mandate is unconstitutional, but that it cannot be severed from the law," said NFIB's Karen Harned. However, "today's ruling is a true victory for all Americans."
