Consumers face difficulty identifying lowest-cost health plan, study finds

Only 21% of average consumers presented with eight health insurance plan choices could pick the option with the lowest cost, a study found. The rate doubled when the participants had to pick from four plans. MBA students in the study picked the right plan 73% of the time.
