The U.S. Labor Department, under recently confirmed Secretary Thomas Perez, is expected to release rules that are favorable to unions, veterans and the disabled, experts say. One rule strongly opposed by the business community would require companies to disclose their legal advisers during union-organization efforts. "The general view of the business community is that there will be an activist, enforcement agenda," said employment lawyer Michael Lotito.
