Clifford B. Janey, named last week as Washington D.C.'s new superintendent, earned both cheers and jeers during his rocky seven-year tenure as the head of Rochester, N.Y. schools. His reluctance to enact budget cuts in the face of the system's growing budget crisis led school board members in 2002 to buy out the last two years of his contract.
