Achieving lofty goal of "tallest building" often falls short

If history repeats itself, lofty plans for a 115-story tower in Chicago that would become the nation's tallest building may fail to reach expectations. Dozens of proposals billed as the nation's next tallest building have cropped up in the past 20 years, but most plans have either been scrapped or significantly scaled down.
