Column: Calif. emissions plan needs businesses' input

California businesses should be involved in shaping the state's new emission-reduction plans, writes Holly Schroeder, chairwoman of the Los Angeles County Business Federation. While "smart growth" is a good goal, Schroeder writes, the business group wants to ensure that measures are feasible for the business community. Los Angeles County also faces an unusual challenge because it contains eight subregional Councils of Government.
