Washington sewage treatment plant to open without tunnel

The Brightwater sewage treatment plant will open as scheduled in 2011 in Everett, Wash. However, the plant will open without a 13-mile tunnel to carry treated wastewater to Puget Sound as originally designed. Tunnel construction has been delayed by the breakdown of two boring machines, which should be back in service by September or October. Until then, treated water will dumped through existing pipes.
