Judge rejects the SEC's $75 million settlement with Citi

U.S. District Judge Ellen Segal Huvelle did not approve a $75 million settlement between the Securities and Exchange Commission and Citigroup that centers on the bank's disclosure of issues related to subprime mortgages. Huvelle said she is "battled" by the proposal. "I look at this and say, 'Why would I find this fair and reasonable?' " Huvelle said. "You expect the court to rubber-stamp, but we can't."
