Steel frame of One World Trade to reach 38 stories by Sept. 11

A hole no more: By Sept. 11, the building going up at One World Trade Center is expected to reach the equivalent of 38 stories. "I think we will have reached a major, major psychological turning point for the site," said Chris Ward, executive director of the Port Authority of New York and New Jersey. When completed in 2013, the building will be New York City's tallest skyscraper.
