Students with special needs brought back to Calif. districts' schools

Two California school districts are among those returning students with disabilities to local schools this year. Educators are implementing Response to Intervention and other services for the students, many of whom have autism and emotional disorders. "This is about having all of our students served in our communities," said a special-education official in Sacramento. "It will be a cost savings, but we are doing it because we are doing an effective job."
