Consumer experts say the implementation of the Affordable Care Act has set con artists into action. "Any time you roll out a big government program like this, confusion is inevitable. This confusion creates a tremendous opportunity for the fraudster," said Lois Greisman, of the FTC's Bureau of Consumer Protection. Fake exchanges and other scams put many Americans, who may not understand the new law, at risk, and seniors are particularly vulnerable, experts said.
