Mont. official says Keystone XL will spur economic growth

TransCanada's Keystone XL pipeline will spur economic growth for Montana and the rest of the U.S., said Richard Dunbar, a commissioner in Phillips County, Mont., and president of the Montana Association of Oil and Gas and Coal Counties. Dunbar is also puzzled why some municipalities and groups that won't be in the way of the project, such as the Bay Area Air Quality Management District in San Francisco, are against it. "The oil sands are going to be developed whether this project gets approved or not," Dunbar said.
