Maryland, Baltimore educators at odds over state of city schools

In recent federal court hearings about the management of Baltimore city schools, Maryland education officials have argued that the system has been poorly run and can't be helped by additional state funding. Superintendent Bonnie S. Copeland admits there have been problems, but believes her staff hasn't been given enough credit for the improvements they've made.
