Massachusetts small businesses get first look at rate increases

David Williams recounts receiving the new health insurance rates for his small business in Massachusetts, where regulators and insurance companies have been wrangling over rate increases. The damage: a 12.8% increase, near the top of a settlement between regulators and his insurance company, Blue Cross Blue Shield of Massachusetts. He writes that his family rate is now $18,000 annually, more than a minimum-wage worker makes in a year.
