The Department of Transportation has been flooded with applications for high-speed and other rail funding. Ten states submitted 20 applications totaling $7.8 billion for developing high-speed rail, while 18 states submitted 57 applications totaling $700 million for smaller rail projects. New York alone turned in 10 requests for a total of $138.1 million. Meanwhile, Texas is taking its first small steps toward developing a Texas Rail Plan so that it might compete for funding.
