Battle lines drawn over ITU plan for Internet regulation

A United Nations body has published the draft version of a treaty designed to formalize more international cooperation on the regulation of the Internet. The International Telecommunication Union plan -- which will be discussed at the upcoming World Conference on International Telecommunications -- has elicited strong opposition from some U.S. lawmakers and civil liberties groups who worry new regulations could stifle Internet freedom and economic development.
