California schools improving, but still falling short

California's recently-released 2003 Average Yearly Progress report, required by NCLB, indicated 54.9% of schools met their academic goals, a jump from the previous year's 32%. Elk Grove Unified School District Superintendent Dave Gordon credited smaller class sizes with improving his Title I schools' performance.
