Proposed dam in California stirs controversy

A proposed dam for the San Joaquin River in California would cost up to $2 billion but provide much-needed water to the country's most populous state. Gov. Arnold Schwarzenegger has proposed building a dam at Temperance Flat outside Fresno to capture floodwater as part of a $9.3 billion water bond package.
