Va. city installs water-level alarms after water main break

A water main break in Hampton Roads, Va., that caused a massive traffic jam in early July had passed an inspection in 2006. The water main released more than 1 million gallons of water, and the flood went undetected for hours by the Virginia Department of Transportation. VDOT officials said the agency would install water-level alarms in the Hampton Roads Bridge-Tunnel.
