The Bedford Central School District in New York and its teachers' union are mulling the end of pay scales based on experience and education for teachers new to the district. Under the change, the traditional system of "steps and lanes" would be replaced with a new framework related to the state's tax-levy cap as part of efforts to rein in soaring personnel costs. Although some area districts have negotiated freezes to step and lane increases in their contracts, Bedford would be the first in the state to eliminate them. Teachers are expected to vote on the contract in September.
