Clinton looks to calm Colombia pact fears

A bilateral security pact to strengthen efforts to fight the drug trade and terrorism will not result in the creation of U.S. bases in Colombia, U.S. Secretary of State Hillary Clinton says. The pact's provision to allow the U.S. military access to seven Colombian military installations has fueled speculation and controversy in the region over America's long-term plans.
