Schwarzenegger, Democrats disagree over Calif. water

Calif. Gov. Arnold Schwarzenegger and the state's Democrats may be at odds over the future of the state's water. The governor said he would not sign any legislation into law that does not contain provisions for new reservoirs, but Democrats favor less expensive groundwater storage. Schwarzenegger also backs selling bonds to raise money for new water infrastructure.
