Cash-only businesses say reforms won't change their policies

A number of cash-only businesses, such as the famed Peter Luger steakhouse in Brooklyn, N.Y., say recent legislation to regulate credit card swipe fees doesn't go far enough to persuade them to start accepting cards for payment. They say fees, which are usually between 1% and 3% of a transaction, will likely remain too high to make the change worth it.
