The U.S. government should not wait for scientific certainty on climate change before developing a strategy to address its effects, writes Alice Thomas, a program manager for climate displacement at Refugees International. She argues that the recent spate of extreme-weather events around the world, typified by the flooding in Pakistan that left millions homeless, are in keeping with forecasts from scientists that climate change is leading to more frequent and more severe extreme-weather conditions.
