Whatever happened to Google's "20% time"?

Google famously encourages its employees to spend 20% of their time on side projects of their choosing -- or at least, it used to. Insiders say that changes in how Google evaluates performance can mean that workers who take time out for personal projects fare worse. In practice, anonymous Google engineers report, that means "20% time" has become "120% time."
