As Boston's $14.6 billion Big Dig nears the end of construction, its newness highlights the age of the transportation infrastructure located right next to it. But fixing that infrastructure may be difficult, given other needs in the state and the perception that Boston has gotten more than its fair share of transportation construction funds.
