Chinese programs struggle to find Mandarin-speaking staff

The Milwaukee Academy of Chinese Language will open this fall, but has yet to hire a teacher who can speak Chinese. Others, including the Boston-area Richard K. Murphy K-8 School, rely on a Chinese guest teacher program to fill open spots.
