Government building projects offset housing decline

Government projects are picking up the slack in the construction industry left by the slumping housing market. Local, state and federal governments are on track to spend $300 billion this year on construction, a 7% increase from last year. Meanwhile, the construction of new homes and apartments last month fell to the lowest level since 1991.
