Education commissioner outlines plans for Connecticut schools

Connecticut Education Commissioner Mark K. McQuillan wants $200 million in federal stimulus funds to boost preschool learning, reform the high-school curriculum and restructure urban schools. McQuillan, in a back-to-school address to superintendents, acknowledged the financial strain school districts have been under and said it was an opportunity to work together and innovate.
