Permit issued to build U.S.-Canada oil pipeline

The U.S. State Department has granted a permit for the construction of Enbridge's Alberta Clipper pipeline, designed to transport crude oil from Canada's oil sands through North Dakota and Minnesota to Wisconsin. Green organizations had urged Secretary of State Hillary Clinton to turn down Enbridge's request, saying the process of extracting crude from the oil sands releases significant amounts of carbon gases and endangers air and water. Though the department studied such concerns, it said curbing emissions is best tackled through an international pact as well as domestic policies in both countries.
