SEC struggles to keep up with latest advances in technology

The Securities and Exchange Commission is striving to scrutinize high-frequency trading, flash orders and other high-tech aspects of stock markets, but it is struggling to keep up with traders and market venues in terms of technological advances. The SEC does not have traders who know about the latest strategies and technologies. This lack of technological know-how is hindering the SEC's enforcement as well as its ability to analyze markets.
