EPA, Iowa getting closer to agreement over livestock-operation rules

The Environmental Protection Agency and Iowa Department of Natural Resources are closing in on an agreement aimed at keeping manure from 8,000 livestock operations out of waterways, a state official said. Last year, the EPA issued a critical report on the state's efforts to inspect the operations and assess penalties for violators. Some 262 manure spills in the state have affected waterways over the previous 11 years, according to a 2012 analysis by the Iowa Environmental Council.
