NCLB waiver issued to Pa. by Education Department

The U.S. Department of Education has approved a request from Pennsylvania for an exemption from certain provisions of No Child Left Behind. The state's request for a waiver -- among the last filed nationwide -- includes a pledge to monitor groups split based on skill levels rather than race, family income, English-language abilities or special-education status. In the waiver, state leaders pledged to improve all students' performance by 50% over the next six years.
