Walking Horse organization changes position on soring penalties

SHOW HIO, the organization that inspects Tennessee Walking Horses and penalizes trainers for evidence of abuse, has changed course and will adopt the minimum penalties for soring set by the USDA. The group, which sanctions the Tennessee Walking Horse National Celebration, won't appeal a federal judge's ruling upholding the penalties.
