Caps on noneconomic damages may not stem costs

Tort reform that caps payouts for noneconomic damages is sometimes floated as a way of keeping health care costs low, but a study published in the Journal of the American College of Radiology found that imaging costs were higher in states that have such caps, compared with the same services in other states.
